Sakhalin Energy Investment Company LTD (SEIC), a joint venture of Gazprom, Shell, Mitsui, and Mitsubishi, started an oil and gas development project for Sakhalin Island (Russian Far East).

This project comprises two fields in the sea of Okhotsk offshore Sakhalin Island:

  •  

the Piltun-Astokhskoye field which is primarily an oil field with some associated gas;

  •  

the Lunskoye field which has large reserves of gas and some oil.

The two fields together contain in place reserves of approximately 140 million tones (1 billion barrels) oil and 550 billion cubic meters (20 trillion cubic feet) natural gas.

The oil reserves equate to more than one year of crude oil exports from Russia at the current level of around 4 million barrels per day. The gas reserves represent nearly five years of Russian gas exports to Europe, or enough to supply current global LNG demand for four years. The fields are located approximately 15 kilometers off the north-east coast of Sakhalin in waters frozen for six months of the year.

The project consists of off-shore platforms and tanking facilities, pipelines to the shore, on-shore treating facilities, pipelines and booster stations at a length of almost 1000 km, oil and gas export and harbour facilities, a LNG plant and a large number of infrastructure works to support project execution.

For this project, Royal Haskoning has covered HSE project management for the design of Phase 2. For the HSE department in the Netherlands, a whole team of HSE experts was positioned. This team worked as a integral “team within a team”: all personnel issues, planning of workload and deliverables, and leave cover were arranged by the Royal Haskoning team itself, whilst working integrally as part of the HSE department. In the execution of the work however, the team was integrated within an existing team of SEIC staff members. The Royal Haskoning team worked on secondment basis, worked together with SEIC staff and in this way became a part of the department.
Support was also given on other project locations in Paris, Moscow and Sakhalin Island.

The activities included contract management as well as various environmental support activities. Contract management included EIA, solid waste, oil spill contingency and various contractors for the project components. Special call off activities concerned the development of a soil protection plan, review of monitoring plans, review of environmental reports, support to stakeholder liaison development, data management organization etc. For more information about these activities, it is referred to the separate project sheets and the ‘quick reference sheet’ showing all work that was carried out.
