Survey and study to obtain necessary information on the current status and prospects of the port sector in Russia and provide recommendations to EBRD with regard to its strategy for investing in the sector.  The scope of work included:

• Regulatory and legal framework of the port sector;
• Review and analysis of port sector infrastructure and operations in the north-west basin, far east basin and southern basin covering over 35 seaports;
• Port sector demand forecasts of main cargo flows;
• Review of the competitive position of the Russian port sector;
• Review and assessment of government policy in the sector;
• Environmental policy requirements for port operations;
• Critical review and assessment and recommendations.
