Sakhalin Energy Phase 2 project is presently one of the largest oil and gas development in the world. Its activities spread over 2/3 of Sakhalin Island with substantial potential impacts on both the terrestrial and aquatic environment. The execution of thorough Environmental Impact Assessment (EIA) studies is therefore crucial, and is a requirement from both the Russian Regulatory perspective and shareholders (in particular Shell) and financiers (international banks).

Specific activities / services to Sakhalin Energy

Royal Haskoning delivered Project management services for a number of EIA deliverables, coordinating and acting primarily as an interface between Sakhalin Energy Project Management and a range of Environmental Consulting firms involved in the assessments, and providing technical backstopping. The key EIA deliverables included:

  •  

A preliminary EIA of the project for public consultations (2001);

  •  

Russian-style Environmental Protection Books (EPBs) for each of the project facilities, as required for the Russian TEO-C approval system (2002);

  •  

A Russian-style Environmental, Social and Health Impact Assessment (ESHIA) for public disclosure, and serving as a summary of the EPBs (2002);

  •  

A specialized EIA on the 2003 seismic survey at the Lunskoye field (2003);

  •  

A specialized EIA on Western Gray Whales (2003);

  •  

A long-term Marine Mammals Monitoring Programme (2003);

  •  

A range of desk- and field studies of marine mammals (2002-2003).

Royal Haskoning furthermore managed coordination with the various project (asset) teams on the project, including roll-outs of the findings of the before-mentioned EIAs to the teams to ensure that commitments are agreed and included in the respective Environmental Management Plans.

Furthermore, Royal Haskoning assisted in the development of a number of Management Plans on various topics:

  •  
An overall Environmental and Social Action Plan (ESAP);
  •  
A Western Gray Whale Protection Programme (WGWPP);
  •  
A Solid Waste Management Plan (SWMP);
  •  
An Oil Spill Response Plan (OSRP).

Finally RH provided technical inputs for a large range of EIA-related documents, such as briefing and position papers, policies and commitments, etc., meant for public disclosure and interfaces with the project shareholders and financiers.

Examples

The prime examples of EIA work done by Royal Haskoning is international-style Environmental, Social and Health Impact Assessment. The document provides an EIA, an SIA, and a HIA combined by an overview document. It covers total of 10 Volumes of documentation, combining all environmental, social and health related information available on the project’s footprint. On the basis of information gathered over 10 years of baseline surveys, and an identification of project aspects, the potential environmental, social and health impacts are assessed. Mitigation measures are defined to remediate any of such potential impacts to as low as reasonable (ALARP) and any residual impacts are identified. The ESHIA represents, as such, the final product of environmental, social and health impact assessment done up to the Front-End-Engineering-Design (FEED) stage of the project.

Royal Haskoning involvement in preparing the ESHIA was in providing overall coordination of the work of the various teams (environment, social and health) providing input, in managing external consulting firms assisting in the preparation of the environmental section and in providing technical inputs on a range of technical issues related to the ESHIA.
