Waste Management Services |

The Waste Management services that were provided by Royal Haskoning were primarily related to strategy development, strategy implementation and contract management. |

Strategy Development |
|
In cooperation with Sakhalin Energy staff, a Waste Management Strategy was developed. Key considerations for the development included: |

Types and volumes of waste; |
|
|
Existing waste management situation on Sakhalin Island; |
|
|
Sakhalin Energy’s responsibility; |
|
|
Production Sharing Agreement requirement; |
|
|
Public perception. |
|
The resulting strategy included the utilization of existing facilities as well as the development of new facilities. The strategy also addressed the aim of a uniform management of waste throughout the project and the company. |

Strategy Implementation |
|
To implement the waste management strategy, some adjustment in the scope of work of the contracted waste management consultant (see below) was required. Furthermore, Sakhalin Energy staff in general and asset teams in particular required information on the company’s approach towards waste management. This lead, amongst others, to the preparation of the Waste Management requirements for the Phase-II Contractors. |

Contract Management |
|
Sakhalin Energy contracted a waste management consultant with an office in the Russian Federation to provide all documentation and expertise to handle the waste management issues in compliance with the Russian Federation (and other applicable) legislation. |

The deliverables by this waste management consultant included: |

Inventory of applicable local, national and international legislation; |
|
|
Inventory of waste streams, the expected volumes and their classification; |
|
|
Solid Waste Management Plan; |
|
|
Reconnaissance Survey to existing waste management facilities; |
|
|
Extended survey to a selected number of existing waste management facilities; |
|
|
Feasibility design of upgrade options for selected facilities. |
|
Royal Haskoning provided guidance to the consultant regarding the content of the deliverables and handled general management issues like on time delivery, costs and quality. Furthermore, Royal Haskoning evaluated the additional scope claims and prepared additional requirements / deliverables. |

Activities |
|
The evaluation of the consultants deliverables took mainly place in the project office in the Netherlands. In addition, Royal Haskoning paid several visits to Moscow and Sakhalin for: |

Meetings with the Sakhalin Oblast as well as local authorities; |
|
|
Visits to existing waste management facilities; |
|
|
Visits to potential sites for new facilities; |
|
|
Meetings with Sakhalin Energy staff; |
|
|
Meetings with the Waste Management Consultant staff. |
|
Other activities included: |

Discussions regarding the strategy with the stakeholders; |
|
|
Cooperation with Corporate Environmental staff regarding the development of the Waste Management Standard; |
|
|
Meetings with the Asset-teams regarding general and specific waste management issues; |
|
|
Preparation of the Waste Management requirements for the Phase-II Contractors. |
